About the Program:
Veteran employment lawyer Ward Heinrichs and Federal Enclave Law author Roger Haines describe the joys and frustrations of litigating the applicability of California Labor Laws on federal property. This program will include a discussion of the practical aspects of employment litigation involving federal property, including how to avoid the pitfalls resulting from inconsistencies in U.S. Supreme Court precedents.

About the Speakers:
Ward Heinrichs currently practices employment… Show more law in the San Diego firm of Backstrom & Heinrichs . The firm dedicates itself to employment issues on both the employer and employee sides. Mr. Heinrichs's main focus is wage and hour cases under both the federal Fair Labor Standards Act and the California Labor Code. He litigates individual wage and hour cases as well as other types of individual employment cases, but he spends most of his time litigating wage and hour class actions. In the course of suing military contractors, he has spent considerable time litigating federal enclave issues and other legal theories that potentially bar the application of state law on federal property. Mr. Heinrichs has three daughters and enjoys volunteering as a coach for their softball and basketball teams. Roger W. Haines, Jr., retired in 2007 after 29 years as an Assistant United States Attorney in San Diego. He is the author of Federal Enclave Law (2011), a treatise on the law of federal enclaves with one chapter devoted solely to federal property in San Diego.   He is also the principal author of the best-selling treatise on the federal sentencing guidelines, Federal Sentencing Guidelines Handbook (West, 2012), as well as two bi-weekly newsletters, Ninth Circuit Criminal Law Reporter and Federal Sentencing Guide (James Publishing). He is also the founder of the San Diego French horn ensemble, "Hornswoggle."
