There's always something going on at the fairgrounds. I haven't been to a horse race, but I definitely recommend going to the fair during the sumer, especially on July 4th! There are fireworks on July 4th and if you time it right you could be on the ferris wheel while the fireworks go off and get a good view of them!
I don't recommend the "scary" Halloween events like the hay ride. Perhaps it's good for younger children, but not so much for the adults.
