Analysis of long-term follow up data indicates that most recently nearly 75% of service academy graduates admitted having effectively lied, cheated, stolen, or tolerated dishonesty while they were cadets or midshipmen. It is especially notable that toleration of dishonesty was by far the largest factor contributing to organizational cynicism and individual dishonesty. We have also identified two statistically significant jumps in self-admitted honor code violations, 1971 to 1974 and again in 1995-1998. Those two time periods coincide with the end of the Vietnam War and the introduction of the honor probation rehabilitation programs. The huge amount of toleration of dishonesty among service academy graduates raises hard questions as to why whistleblowing is not an effective deterrent to individual dishonesty.
