This new law dramatically alters  how public agencies contract for  design and construction services  in the state. HB 153 constitutes the first significant reform of Ohio  construction laws in the past 132 years. The law eliminates the requirement that public entities must use the multiple-prime project… Show more delivery to deliver public projects. Instead, HB 153 allows all state agencies, institutions of higher learning, counties, municipalities, townships, school districts or other political subdivisions as well as any other public agency, authority, board, commission, instrumentality or special purpose district to use the type of project delivery method they prefer for a project, including design-build.
At our lunch presentation, a panel of qualified representatives will describe their experience, including strengths and weaknesses, with the role of Criteria Architect. Panelists will include a representative from the State Architect’s office, an architect, and an attorney, who have worked with this role on design/build projects in Ohio. They will address questions about how the Criteria Architect role functions in successful projects, and what their clients should expect.
Representatives from the Design Build Institute of America will be available to discuss tools that can assist owners and contractors with successfully implementing their first design/build project.

Kevin Malof, Attorney, Frost Brown Todd Kevin Malof, a Member with Frost Brown Todd LLC, focuses on construction law for both private and public clients as well as P3 projects. Kevin also acts as general counsel for a number of small and medium sized companies managing their diverse legal needs .
Monica Sumner, Ra, Cid, Brandstetter Carroll, Inc. Ms. Sumner is a Principal with the Firm and currently serves as the firm’s Director of Business Development. Ms. Sumner started her career with Bci in 1993. Since that time, she has emerged as an award-winning designer. She provides design services for the majority of the firm’s judicial, and library, projects.
Craig Weise, Chief of Projects, Ofcc Craig Weise is the Chief of Projects for the new Ohio Facilities Construction Commission. Â Previously, Mr. Weise served the State of Ohio as Program Director of Construction Reform, State Architect with the Department of Administrative Services, and held various positions at the Ohio School Facilities Commission. Prior to public service, Mr. Weise worked as an architect in Wisconsin.Â
